ਅੱਧੀ ਰਾਤ ਦੇ ਘੁੱਪ ਹਨੇਰੇ ਵਿੱਚ ਰਾਜਨੇਤਾ ਆਮ ਲੋਕਾਂ ਨਾਲ ਇਹੋ ਜਿਹੀਆਂ ਖੇਡਾਂ ਕਿਉਂ ਖੇਡਦੇ ਹਨ, ਜੋ ਉਨ੍ਹਾਂ ਦੇ ਜੀਵਨ ਵਿੱਚ ਦੁਸ਼ਵਾਰੀਆਂ ਭਰਦੀਆਂ ਹੋਣ? ਨਰਿੰਦਰ ਮੋਦੀ ਦੀ ਸਰਕਾਰ ਨੇ ਨੋਟ-ਬੰਦੀ ਲਾਗੂ ਕੀਤੀ, ਤੇ ਉਹ ਵੀ ਅੱਧੀ ਰਾਤ ਨੂੰ ਅਤੇ ਲੋਕਾਂ ਨੂੰ ਲੰਮਾ ਸਮਾਂ ਹੱਥ-ਪੈਰ ਮਾਰਦੇ ਵੇਖਿਆ ਗਿਆ । ਸਿਵਾਏ ਔਖਿਆਈਆਂ ਦੇ, ਨੋਟ-ਬੰਦੀ ਵਿੱਚੋਂ ਹੋਰ ਕੁਝ ਵੀ ਨਾ ਲੱਭਿਆ; ਉਵੇਂ ਹੀ, ਜਿਵੇਂ 15 ਅਗਸਤ 1947 ਦੀ ਰਾਤ ਨੂੰ ਦੇਸ਼ ਨੂੰ ਮਿਲੀ ਆਜ਼ਾਦੀ ਦਾ ਐਲਾਨ ਹੋਇਆ, ਲੋਕਾਂ ਨੂੰ ਵੱਡੇ ਜਸ਼ਨ ਮਨਾਉਂਦੇ ਵੇਖਿਆ ਗਿਆ, ਪਰ ਆਜ਼ਾਦੀ ਦੇ 70 ਸਾਲਾਂ ਬਾਅਦ ਵੀ ਲੋਕਾਂ ਦੇ ਪੱਲੇ ਆਸ ਅਨੁਸਾਰ ਨਹੀਂ ਪਿਆ । ਇਵੇਂ ਹੀ ਤੀਹ ਜੂਨ ਦੀ ਅੱਧੀ ਰਾਤ ਨੂੰ ਜੀ ਐੱਸਟੀ ਲੋਕਾਂ ਦੇ ਪੱਲੇ ਪਾ ਦਿੱਤੀ ਗਈ ਹੈ, ਵੱਡੇ ਜਸ਼ਨ ਮਨਾ ਕੇ, ਜਿਵੇਂ ਦੇਸ਼ ਨੇ ਕੋਈ ਜੰਗ ਜਿੱਤੀ ਹੋਵੇ, ਪਰ ਲੋਕ ਘਬਰਾਹਟ ਮਹਿਸੂਸ ਕਰ ਰਹੇ ਹਨ । ਵਪਾਰੀ ਪ੍ਰੇਸ਼ਾਨ ਹਨ । ਬਹੁਤੇ ਦੁਕਾਨਦਾਰ ਦੁਕਾਨਾਂ ਬੰਦ ਕਰੀ ਬੈਠੇ ਹਨ । ਕਾਰਖਾਨੇਦਾਰਾਂ ਨੂੰ ਆਪਣਾ ਮਾਲ ਦੇਸ਼-ਬਦੇਸ਼ 'ਚ ਵੇਚਣ ਲਈ ਔਖ ਆ ਰਹੀ ਹੈ । ਚੀਜ਼ਾਂ-ਵਸਤਾਂ ਹਾਸਲ ਕਰਨ ਵਾਲੇ ਲੋਕ ਚਿੰਤਾ 'ਚ ਡੁੱਬੇ ਮੱਥੇ 'ਤੇ ਹੱਥ ਧਰ ਕੇ ਬੈਠੇ ਹਨ । ਕੇਂਦਰ ਸਰਕਾਰ ਕਹਿੰਦੀ ਹੈ ਕਿ ਦੇਸ਼ ਵਿੱਚ ਇੱਕਸਾਰ ਟੈਕਸ (ਜੀ ਐੱਸ ਟੀ) ਲਾਗੂ ਕੀਤਾ ਗਿਆ ਹੈ, ਜੋ ਟੈਕਸ ਚੋਰੀ ਰੋਕੇਗਾ, ਦੇਸ਼ ਦੀ ਆਰਥਿਕ ਹਾਲਤ ਸੁਧਰੇਗੀ, ਪਰ ਸਰਕਾਰ ਇਸ ਗੱਲੋਂ ਚੁੱਪ ਕਿਉਂ ਹੈ ਕਿ ਇਸ ਨਾਲ ਦੇਸ਼ 'ਚ ਮਹਿੰਗਾਈ ਵਧੇਗੀ, ਕਾਰੋਬਾਰਾਂ 'ਚ ਸਿੱਥਲਤਾ ਆਏਗੀ, ਲੋਕਾਂ ਦੇ ਰੁਜ਼ਗਾਰ ਖੁੱਸਣਗੇ? ਇਸ ਨਾਲ ਲਘੂ, ਛੋਟੇ ਅਤੇ ਦਰਮਿਆਨੇ ਵਪਾਰੀ ਜ਼ਿਆਦਾ ਪ੍ਰਭਾਵਤ ਹੋਣਗੇ । ਇਸ ਵੇਲੇ ਭਾਰਤ ਵਿੱਚ ਤਿੰਨ ਲੱਖ ਲਘੂ ਅਤੇ ਮੱਧ ਦਰਜੇ ਦੀਆਂ ਇਕਾਈਆਂ ਕੰਮ ਕਰ ਰਹੀਆਂ ਹਨ, ਜੋ ਦੇਸ਼ ਦੇ ਕੁੱਲ ਉਤਪਾਦਨ 'ਚ 50 ਫ਼ੀਸਦੀ ਯੋਗਦਾਨ ਪਾਉਂਦੀਆਂ ਹਨ ਤੇ ਬਰਾਮਦਾਂ ਵਿੱਚ ਇਹਨਾਂ ਦੀ ਹਿੱਸੇਦਾਰੀ 42 ਫ਼ੀਸਦੀ ਹੈ । ਸਾਬਕਾ ਕੇਂਦਰੀ ਮੰਤਰੀ ਪੀ. ਚਿਦੰਬਰਮ ਦੇ ਸ਼ਬਦਾਂ ਵਿੱਚ; ਨਵਾਂ ਕਨੂੰਨ ਮੁਨਾਫੇਖੋਰਾਂ ਤੇ ਅਧਿਕਾਰੀਆਂ ਦੇ ਹੱਥਾਂ ਵਿੱਚ ਲੋਕਾਂ 'ਤੇ ਬੋਝ ਪਾਉਣ ਦੇ ਇੱਕ ਔਜ਼ਾਰ ਦੇ ਤੌਰ 'ਤੇ ਕੰਮ ਕਰੇਗਾ । ਜੀ ਐੱਸ ਟੀ ਨੋਟ-ਬੰਦੀ ਵਾਂਗ ਕਾਹਲੀ ਵਿੱਚ ਬਿਨਾਂ ਪੂਰੀ ਤਿਆਰੀ ਦੇ ਲਾਗੂ ਕੀਤਾ ਗਿਆ ਕਦਮ ਹੈ । ਇਸ ਦੇ ਤਹਿਤ 80 ਫ਼ੀਸਦੀ ਵਸਤਾਂ ਅਤੇ ਸੇਵਾਵਾਂ 'ਤੇ ਕਰ ਲੱਗੇਗਾ ਅਤੇ ਇਸ ਨਾਲ ਕੀਮਤਾਂ ਵਧਣਗੀਆਂ । ਦੇਸ਼ ਦੇ ਅਰਥਚਾਰੇ ਦੀ ਰੀੜ੍ਹ ਦੀ ਹੱਡੀ ਖੇਤੀ ਖੇਤਰ ਇਸ ਨਾਲ ਬਹੁਤ ਪ੍ਰਭਾਵਤ ਹੋਵੇਗਾ, ਕਿਉਂਕਿ ਖੇਤੀ ਵਿੱਚ ਕੰਮ ਆਉਣ ਵਾਲੀਆਂ ਬਹੁਤੀਆਂ ਵਸਤਾਂ ਜੀ ਐੱਸ ਟੀ ਦੇ ਘੇਰੇ ਵਿੱਚ ਲਿਆਂਦੀਆਂ ਗਈਆਂ ਹਨ, ਜਿਸ ਨਾਲ ਖ਼ਪਤਕਾਰਾਂ ਲਈ ਖੇਤੀ ਉਪਜਾਂ ਦੀ ਸਸਤੀ ਪ੍ਰਾਪਤੀ ਪ੍ਰਭਾਵਤ ਹੋਵੇਗੀ । ਕਿਸਾਨਾਂ ਦੀ ਆਮਦਨ ਦੁੱਗਣੀ ਕਰਨ ਦੇ ਐਲਾਨ ਨੂੰ ਜੀ ਐੱਸ ਟੀ ਨਾਲ ਝਟਕਾ ਲੱਗੇਗਾ । ਖੇਤੀ 'ਚ ਵਰਤੋਂ ਹੋਣ ਵਾਲੀਆਂ ਖ਼ਾਦਾਂ, ਕੀਟ ਨਾਸ਼ਕ, ਖੇਤੀ ਮਸ਼ੀਨਰੀ ਅਤੇ ਸਿੰਜਾਈ ਉੱਪਕਰਣਾਂ 'ਤੇ ਜੀ ਐੱਸ ਟੀ ਦੀਆਂ ਵਧੀਆਂ ਦਰਾਂ ਥੋਪ ਦਿੱਤੀਆਂ ਗਈਆਂ ਹਨ । ਖੇਤੀ ਅਤੇ ਪ੍ਰੋਸੈਸਿੰਗ ਉਤਪਾਦਾਂ 'ਤੇ ਜੀ ਐੱਸ ਟੀ ਲਗਾ ਕੇ ਫ਼ੂਡ ਪ੍ਰੋਸੈਸਿੰਗ ਸੈਕਟਰ ਨੂੰ ਨਿਰ-ਉਤਸ਼ਾਹਤ ਕੀਤਾ ਗਿਆ ਹੈ । ਬੀਜਾਂ ਨੂੰ ਛੱਡ ਕੇ ਖੇਤੀ ਨਾਲ ਸੰਬੰਧਤ ਸਾਰੀਆਂ ਚੀਜ਼ਾਂ ਉੱਤੇ ਜੀ ਐੱਸ ਟੀ ਟੈਕਸ ਲਗਾ ਜਾਂ ਵਧਾ ਦਿੱਤਾ ਗਿਆ ਹੈ । ਖ਼ਾਦਾਂ ਉੱਤੇ ਪਹਿਲਾਂ ਟੈਕਸ ਜ਼ੀਰੋ ਤੋਂ ਅੱਠ ਫ਼ੀਸਦੀ ਸੀ, ਜੋ ਹੁਣ ਵਧਾ ਕੇ 12 ਫ਼ੀਸਦੀ ਕਰ ਦਿੱਤਾ ਗਿਆ ਹੈ ।
